Why 3G, 4G, and LTE Cellular Networks Fail During Disasters and Crowded Events

Cellular or mobile wireless network usage has increased at a phenomenal rate over the years.  This caused cellular networks to face unprecedented challenges, especially concerning disasters and large crowded events.  During these types of events, it is best to assume that mobile connectivity will fail; in other words, you will likely NOT be able to make a phone call, send a text message, or use social media to communicate with others.  With growing numbers of people owning cellular devices, from smart phones to tablet PCs, cellular network failure is more likely to occur.  Sporting events, concerts, and political protests typically overload available capacity on cellular networks.  To add to the stress on cellular towers, sudden peaks in data usage that takes place in disasters and crowed events further causes 3G, 4G, and LTE cellular networks to fail.

A Deeper Look at Failure in Mobile Wireless/ Cellular Networks

Cellular towers are designed to handle a specific data carrying capacity.  Particularly, each cell tower is intended to accommodate a set number of calls per second for a given geographic area. Factors that determine the capacity for mobile wireless network include 1) cumulative capacity of the protocol and spectrum in the region 2) available backhaul bandwidth at the cell tower site and 3) physical capacity of the network equipment/ gear.  To illustrate, the mobile wireless network for a particular area (city or stadium) is created for approximately 5,000 simultaneous users, however during a large event, there could be up to 15,000 users on the network.  With 3 times the magnitude on demand, 3G, 4G and LTE connectivity becomes overloaded and unavailable.  To cope, many stadiums that plan for large crowds, increase cellular mobile wireless network capacity by installing more cell towers.  Major network carriers have already spent billions of dollars increasing capacity and upgrading their networks and will continue to do so over the next decade.  However, the accelerated growth of mobile data traffic will continue to be a growing issue, especially in the aftermath of a disaster or emergency event.

Public safety and emergency management are critical functions of the state government.  In response to emergency and disaster events, access to reliable communication is vital.  In emergency events, cellular network operators (such as AT&T, Verizon and more) request, “Customers to use text or email to free up voice capacity for public safety officials on the scene.”  Because telecommunications networks simply can’t cope with the sharp increase in call volume in a disaster or crowded event, first responders and those in public safety and emergency management must be prepared to use alternative forms of communications.  Simply put, mobile wireless networks become unreliable during and after a disaster or emergency situation.

Latency – Satellite Signal Propagation Delay

When it comes to satellite internet communications, one oftentimes hears the term “latency”. This is a widely discussed topic, as it describes the delay related to the transmission of information over a satellite network. With satellite networks, there is an inherent round-trip delay of approximately 1⁄2 second for a typical geo-stationary satellite circuits. This lag in satellite networks in other words is called a “propagation delay”, causing performance issues in satellite communications. Propagation delay is a result of physical laws that cannot be overcome except through a number of proprietary techniques.

VPN Over Satellite Internet

It is known in the satellite industry that running a VPN (virtual private network) over a satellite network is not an ideal configuration. The reason is that VPNs are encrypted requiring a high-bandwidth, low-latency network to function efficiently. However, satellite networks typically suffer high latencies due to the long distance satellite signals must travel; resulting in data speeds reduced by as much as 50-75%.

Mark Davison, President of Squire Tech Solutions notes, “that 10 seconds of data would then take 15 seconds; leading to that 50% to 75% penalty; therefore negatively affecting data throughput”.  Although satellite technology has become really good at “protocol spoofing” with smart boxes to compensate for the effects of satellite space segment latency, the delay still exists for VPN over Satellite systems; due to the need for encryption of data.

Mr. Davison of Squire Tech Solutions states that there are two common solutions that the satellite internet industry has designed to reduce latency penalty for VPN over satellite. The first solution is for the VPN to send packets of information with encrypted header information (with un-encrypted data). This solution works perfectly fine for some operations; those that do not have highly sensitive information and do not require a secure network. However this solution is not the safest or most secure solution for operations that has sensitive data being transferred. The second solution to increase the performance of VPN over satellite is to have the packet of information transferred into another encrypted packet to ensure all information is safe and secure.

Denver-area public-safety agencies utilized Adams County’s leased Band 14 spectrum from FirstNet and deployable LTE communications to gain unprecedented access to network databases during a recent concert by the band Phish, even when commercial-carrier systems in the area were saturated by social-media traffic from attendees.

Phish conducted the three-day concert on Aug. 29-31 at Dick’s Sporting Goods Park—home of the Colorado Rapids MLS soccer team—in Commerce City, Colo., which is near Denver and part of Adams County.

In-line interference mitigation techniques for spectral coexistence of GEO and NGEO satellites

SUMMARY

The interest towards the deployment of Low Earth Orbit (LEO)/Medium Earth Orbit (MEO) satellite systems in several frequency bands is increasing due to the requirement of low latency for real-time systems and high demand of broadband data. When the number of usable Non-Geostationary (NGEO) satellites, that is, LEO/MEO in space, increases, the frequency coexistence between the NGEO satellite systems with the already existing geostationary (GEO) satellite networks becomes a requisite. In this context, it is crucial to explore interference mitigation techniques between GEO and NGEO systems in order to allow their spectral coexistence. More specifically, in the coexistence scenario of GEO and NGEO satellite networks, in-line interference may be a serious problem, especially in the equatorial region. In this paper, we provide several frequency sharing studies in the context of the coexistence of an NGEO satellite link with another NGEO/GEO satellite link.

We investigate and compare, over the additive white Gaussian noise channel, different options for updating the error correcting code currently used in space mission telecommand links. Besides some more consolidated proposals, using low-density parity-check codes, we characterize and assess the performance of alternative schemes, based on parallel turbo codes and soft-decision decoded Bose-Chaudhuri-Hocquenghem (BCH) codes.

SUMMARY

In this paper, we study the performance of telecommand space links affected by pulsed, continuous wave and pseudo-noise jamming. Countermeasures include coding, interleaving, and direct sequence spread spectrum. Binary and non-binary low-density parity-check codes, parallel turbo codes, and soft-decision decoded BCH codes are considered. We investigate the impact of different decoding algorithms, also taking into account the role of jamming state information, spreading processing gain and interleaving. The results show that significant gains (up to more than 10 dB) can be achieved in a number of interesting scenarios.

Efficient dynamic authentication for mobile satellite communication systems without verification table

The mobile satellite system is an important wireless communication system widely used nowadays. The issue of protecting the transmission security in low-earth-orbit satellite networks thus becomes more and more critical. It is known that several authentication schemes for satellite communication systems have been proposed to deal with the issue. However, previous protocols either employ complicated public key computation or have to maintain a verification table. In this paper, the author will introduce a new dynamic authentication protocol for mobile satellite communication systems without using a verification table.

Early detection and rejection probability-based congestion control scheme for deep space networks

Summary

Deep Space Networks (DSNs) are a class of DTNs. In such networks, owing to limited radio range and node mobility, end-to-end paths between source and destination nodes are not available. Messages are relayed by store-and-forward strategy and may be buffered for long periods before being forwarded to the next hop. Therefore, the buffer of message carriers may overflow, and congestion follows. To address this issue, this paper proposes an early detection and rejection probability-based congestion control algorithm, named ERBA, in which every intermediate node estimates rejection probability when a new message arrives and refuses to receive the message with the rejection probability, so as to avoid congestion. To validate its effectiveness, ERBA is merged into static routing (SR) and dynamic routing (DR). SR and DR are classical routing algorithms for DSNs. The simulation results show that when working with ERBA, the routing overhead of SR and DR decreases rapidly.

Satellite interference evaluation: joint effect of modeling earth station locations and earth station antenna sidelobe gains as random variables

SUMMARY

When several satellite communication systems share the same frequency band, each system operates under the aggregate interference generated by the others. In this interfering environment, interference calculation procedures in which worst-case situations and simplifying assumptions are considered are commonly used. Given that the geostationary satellite orbit and the frequency spectrum are limited resources, it is important to consider alternatives that lead to a more precise interference evaluation. One of these alternatives is the use of a probabilistic methodology, in which some of the parameters involved are modeled as random variables. This work considers the specific case in which the earth station geographic locations and the sidelobe gains of their antennas are modeled as random.
